The user can customize the contextual toolbar.

not available for views in drawings?
Answer: Contextual Toolbar is not visible on the drawing views by default, but you can make it appear by following these steps:

1. Select something else that does have a contextual toolbar (like a line), and open the customize dialog for it from the bullet-list like icon in the lower right.

2. Select Drawing viewview that includes selected model objects or an area in the model, that is represented in a drawing

A drawing view is a container for model and drawing objects.

A drawing can include several drawing views, which usually are two-dimensional views, plane views, to the model.

Examples of drawing views in Tekla Structures include main views, section views, single-part views, and 3D views.

from the toolbar to customize in the dropdown in the top left

3. Select what you want to see by checking for example the scale

After this the contextual toolbar will appear when you select a drawing view.
