I am trying to dimension bolt holes using new view-level dimensioning settings. When I set the dimensioning type to "Hole dimensions" it doesn't dimension bolts or bolt holes.

Dimensioning type "Hole dimensions" is not meant for bolt holes. It dimensions only holes made by different types of cuts (like part or polygon cuts).
To dimension bolt and bolt holes please use "Integrated" dimensioning type.
