If a rebar is modelled as a single rebar, the dimensions are given with reference to the start point.
Hence, you will always get dimensions as shown below.

To get dimensions with reference to center, model the rebar as a rebar group. Then, set the number of rebars to 1, so that only one rebar is created in that group.
Rebar groups are given dimensions with respect to center, even if they are inclined. However, the requirement is added on our development list.
