Ø Phi symbol with (Alt +0248) turns O in drawings

Question: I am adding Ø (phi or diameter symbol) using the character map shortcut in the Text box but when I Apply it to a drawing it turns to O.
Answer: To fix this, go to Control Panel > Region > Administrative tab, set the current system locale to English (United States), and restart your computer. (Windows 11: Control Panel > Clock and Region > Region > Administrative tab).
